Since the Launch of Land Market Over 100 000 Hectares of Land Have Changed Their Owners

On November 9 the fourth meeting of Land Reform Coordination Center (“Zemelnyi Shtab”) organized under the Ministry of Agrarian Policy and Food of Ukraine was held.

During the meeting participants discussed settlement of a single database of reports on the appraised value of real estate, as well as simplification of notarial acts in the process of acquiring land rights.

Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko said “today we see many cases when the estimated value of land parcels which is calculated by a special module significantly exceeds the market value. In certain cases this excess is multiple, so we are working with the Notary Chamber, the Ministry of Justice and the State Property Fund to refine the appropriate algorithm for calculating the valuation activity.”

The Minister also added that for the first time in Ukrainian history the country will have a unified method of approval for regulatory and monetary valuation of land as previously there were three parallel methods which caused disruption during the valuation process.

Roman Leshchenko emphasized that the land market continues to operate stably. As of July 1, more than 40,000 agreements related to the ownership of more than 100,000 hectares of agricultural land have been registered in Ukraine.

The Minister added that with each new deal the market proves its capacity and the government continues to improve the mechanisms of the land reform in order to make the market even more convenient for stakeholders.  One of such an improvement is a functioning of Prozorro.Sales (“Prozorro.Prodazhi”) which significantly facilitates transactions and helps to further advance institutional changes. 

The First Deputy of the Minister of Agrarian Policy and Food of Ukraine Taras Vysotskyi added “that other issues related to the land market are going to be resolved by two draft laws which shall be considered by the Parliament by the end of the year. In this regard, the participants of Land Reform Coordination center actively work with representatives of the Parliament Committee on the Agrarian and Land policy.”
