Land development (melioration) - a set of hydrotechnical, chemical, agrotechnical, agroforestry, other land development measures carried out to regulate water, heat, air and nutrient regime of soils, preserve and increase their fertility and form an ecologically balanced rational structure of lands;
Hydrotechnical melioration involves the implementation of a set of measures aimed at improving the lands with unfavorable water regime (wet, over-drained, etc.), regulating the water regime by creating special hydraulic structures on sloping and other lands to improve water and air regime of soils and protect them from soil harmful effects of water (flooding, inundation, erosion, etc.).

Restoration of irrigation and drainage infrastructure for adaptation of the agricultural sector of the economy to climate change.
Carrying out legal and investment reforms to create a favorable environment for the formation and development of water user organizations that provide irrigation and drainage services and manage meliorative systems.
Encouraging investment in the restoration, modernization and development of existing on-farm and inter-farm irrigation and drainage infrastructure through appropriate funding mechanisms from public and private sources based on clearly defined priority programs and projects.
