Roman Leshchenko: “Land reform is not just about the land market. But it also about those who work and live on this land”

The Minister of Agrarian Policy and Ukraine Roman Leshchenko in his blog for online-media “Obozrevatel” wrote about the support for agricultural producers.

He mentioned the state budget ensures 4,5 milliard UAH for the agricultural producers that for this year.

The Minister writes: "The program of support and development for family farms includes annual payments at the registration of the family farm - 5 thousand UAH per hectare and the same amount per herd if you keep cows. This year, compensation has finally been paid, and it will now be regular.  The state provides preferential conditions for family farms which includes a simplified reporting form and support at the start of their business.

The state has allocated 450 million UAH for the horticultural industry. According to the Minister, this should contribute to the annual growth of several thousand hectares of orchards, which would help to create new jobs.

Livestock is supported by the state in the form of partial reimbursement of the cost of breeding animals purchased for further reproduction.

Also, this year, 1 billion UAH is provided for partial compensation to agricultural producers who have purchased machinery and equipment of domestic production. The implementation of the program on partial compensation of agricultural machinery has allowed to double the share of domestic machinery in the formation of the market of agricultural machinery and equipment over the past two years. More than 200 manufacturers were part of the program.”

Besides, Roman Leshchenko emphasizes that in the spring of 2021 the Government simplified the mechanism of providing financial support to farms removing unnecessary bureaucracy.

He also points out that in July the Cabinet of Ministers approved a resolution allowing state-guaranteed loans to small farmers to purchase agricultural land:

"At the end of September, the Law of Ukraine was also adopted, thanks to which young farmers under the age of 35 will be able to receive state support as a matter of priority.”

Under the program "Affordable loans 5-7-9%" farmers this year received almost half of the total amount of the program - more than 26 billion UAH.

The Minister points out: "We are also waiting for the adoption of the important law on the Credit Guarantee Fund for farmers.   Such a fund will provide support to small and medium farmers. We have initiated a resolution on the procedure for supporting farmers for reclaimed land - it is now being considered by the Government.”

The essence of this resolution, as Roman Leshchenko said, is that the state undertakes to supply water to the farm, the farmer invests in this field, and the state reimburses part of the costs of sprinklers, drip irrigation and more. This would restore vegetable growing and horticulture.

Roman Leshchenko sums up: "Land reform is not just about the land market.  But about the support of those who work, live, and raise a family on this land. We hear the voice of farmers and listen to it, we do everything to ensure that Ukrainian farmers have the opportunity to work on their land, to contribute to improving the lives of their community and to enter with competitive offers in foreign markets.”
