Since the beginning of the year, 4,603 agricultural enterprises have received UAH 30.4 billion in bank loans for development. Of these, 2,525 enterprises received UAH 11 billion in loans under the Government’s Affordable Loans at 5-7-9 programme.

Farmers in the following regions received the largest amount of loans under various programmes:

• Kyiv region – UAH 10.9 billion allocated to 424 enterprises;
• Ternopil region – UAH 2 billion (191);
• Kirovohrad region – UAH 1.67 billion (557);
• Dnipropetrovsk region – UAH 1.6 billion (323);
• Lviv region – UAH 1.6 billion (267);
• Vinnytsia region – UAH 1.4 billion (432);
• Odesa region – UAH 1.4 billion (345);
• Poltava region – UAH 1.4 billion (273);
• Kharkiv region – UAH 1.3 billion (269).

Under the Affordable Loans at 5-7-9 programme, the following regions received the most funds:

• Kyiv region – UAH 1.3 billion was allocated to 226 enterprises;
• Vinnytsia region – UAH 1.1 billion (257);
• Kharkiv region – UAH 1.1 billion (164);
• Kirovohrad region – UAH 1 billion (326);
• Odesa region – UAH 795.7 million (199);
• Volyn region – UAH 652.2 million (151);
• Lviv region – UAH 627.6 million (172).

Background

Concessional financing for agricultural producers under the Affordable Loans at 5-7-9 programme in 2024-2025 is made possible with the support of the World Bank under the Ukraine Agriculture Recovery Inclusive Support Emergency (ARISE) Project. The programme facilitates access to bank lending for micro and small businesses. Farmers can receive a loan of up to UAH 90 million. Loans are granted at 5-9% per annum, depending on the loan category and type of business entity.
