Victor Kantsurak was born in 1970 in Mukachevo (Zakarpattia Region).

In 1994 he graduated from International Institute of Business Management and Law where obtained his first degree in the field of Management with a qualification of Economist.

Later on he entered Donetsk State University where he studied Jurisprudence and graduated from in 1999 with a qualification of Lawyer. Then Mr. Kantusrak resumed his studies and obtained a degree in the field of Ecology from State Ecological Academy of Postgraduate Education and Management in 2012.

He has Ph.D of Philosophical Sciences and fluent in Ukrainian, Russian and English.

Victor Kantsurak has been working in the state service since 2004 and held senior positions in the executive branch.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine dated November 3, 2021 № 1377-r Kantsurak V. Victor  was appointed State Secretary of the Ministry of Agrarian Policy and Food of Ukraine.
