30 days of the land market: stable development

July 30 marks the 30th day of the start of the land market - the main event of land reform.

Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko notes that the land market is fully operational today - it is transparent, efficient and everyone can exercise their right to dispose of land: sell, inherit, lease or manage this land.

"That is, only 1 in 2 thousands landowners disposed of it: sold or donated," said Minister Leshchenko.

During the 30 days of the market operation, the total area of sold plots for which transactions were registered amounted to 5,324 hectares, and the amount of transactions amounted to 210 million hryvnias.

"That is, for the first month of the land market, the average price per Ukrainian hectare is 40 thousand hryvnias. Currently, most land was purchased in Poltava, Ternopil and Kirovohrad regions. But, the geography of sales is all over the country! ”Informs Roman Leshchenko.

According to him, more and more notaries are mastering all the tools needed to register transactions, and more and more farmers are convinced of the effectiveness of the market.

"The time of populism on the subject of the land has passed. Very soon, citizens will find out like who fought for the rights of the people, but in fact parasitized on the shadow land market. Market transparency and data availability for all will only increase its efficiency. 40 thousand per hectare is our starting line! We have moved to a new stage of attitude to the land! Land is a protected, free property, the value of which is growing, " said Minister Leshchenko.

First Deputy Minister of Justice Yevhen Horovets notes that the Ministry of Justice, for its part, has fully provided all the legal prerequisites for notaries to certify contracts for the alienation of agricultural land.

"By the way, more than 4,000 notaries already have access to the State Land Cadaster Center (DZK), which is necessary to verify the buyer's compliance with the restrictions on the area of agricultural land" in one hand "," said Horovets.

He emphasizes that the specialists of the Ministry of Justice and the specialists of the State Geocadaster have established a mechanism of interaction between the State Register of Real Property Rights and the State Land Cadaster during the exchange of information to exercise the powers defined by law.

"So, as we see, at the moment there should be no problems with access of citizens who plan to enter into transactions for agricultural land to notarial acts or registration services. At the same time, the Ministry of Justice is in constant contact with the notarial community and is open to dialogue with the public in order to respond as soon as possible to possible problematic aspects related to the lifting of the moratorium on expropriation of agricultural land, "the First Deputy Minister of Justice said.

Anatoliy Miroshnychenko, First Deputy Head of the State Service of Ukraine for Geodesy, Cartography and Cadaster, notes that the State Geocadaster has fulfilled all tasks related to ensuring the proper functioning of the agricultural land market.

In the first days of the market functioning, there was some excitement due to the need to provide notaries with access to information from the State Land Cadaster in order to verify the statutory restrictions on the acquisition of agricultural land "in one hand", the number of notaries was about a thousand a day. This situation was expected, and the State Geocadastre together with the State Enterprise "State Land Cadaster" developed a simplified (electronic) access, as well as involved in the processing of applications of notaries of additional employees, together with the Ministry of Justice of Ukraine and the Notary Chamber of Ukraine ", - he explains.

According to Miroshnychenko, this allowed to promptly process applications within a period that in most cases did not exceed a working day.

As of July 1, 4288 notaries applied to the State Geocadaster with applications to provide access to the State Land Cadaster, and 4,806 applications were submitted. Of these, 4,242 applications were approved and 558 were rejected.

He emphasizes that the monitoring of lands showed the absence of excitement in the market of agricultural land, as well as the absence of significant changes in market dynamics compared to the period before July 1, 2021.

"Also, the monitoring revealed that as of July 1, more than a hundred legal entities and more than a thousand individuals owned more than one hundred hectares of agricultural land, many of them - more than a thousand hectares. From July 1, 2021, such a concentration of agricultural land becomes impossible, " Miroshnychenko emphasizes.

According to his forecast, significant changes in the market of agricultural land are not expected in the near future. The State Geocadaster continues to improve the regulation of land relations.

“A pilot project on the National Geospatial Data Infrastructure is being implemented. The geoportal of the NIG pilot project is currently in trial operation, but already provides for the possibility of full integration on a single cartographic basis in online geospatial data, including land, water, forests and other natural resources, as well as data on infrastructure (such as engineering networks, roads and others). The integration of geospatial data of various types, as well as the openness of such data will provide more information for potential participants in the agricultural land market, " explains Miroshnychenko.
